RESTRICTED ZONE: Introduced to restrict vehicles from entering the city . To enter you have to purchase a daily or monthly area licence and display at the top left hand corner of your vehicle windscreen

Introduced in May 1, 1990 to control car population.
Certificate of Entitlement (C.O.E) is a MUST if you want to
own or keep a car. COE obtained via process of bidding
conducted monthly. Result in the local press and valid for 10 years.
